The meeting was called to order at 7:03 PM

Supervisor Jackson led us in the Pledge to the Flag.

Supervisor Jackson asked for a moment of silence for Mike Kempster. Janis Goff
and Andy Govier.

On roll call Board members present were Councilwoman LaPine, Councilman
LaForest, Supervisor Jackson, Councilman Wrisley and Councilman Sayward.
Also present was Audrey Hoskins, Town Clerk.

Visitors at the meeting were Robert Hamilton, Jane Perry and Janice Moran. Supervisor
Jackson offered the courtesy of the floor to our visitors.

Motion to approve 10/9/08 Regular Board minutes with correction was made by Councilwoman LaPine. Seconded by Councilman LaForest.  Roll call:  Councilwoman
LaPine-yes, Councilman LaForest-yes, Supervisor Jackson-yes, Councilman Wrisley-
yes and Councilman Sayward-yes.

Motion to approve 10/15/08 Emergency Board meeting made by Councilman LaForest.  Seconded by Councilwoman LaPine.  Roll call:  Councilwoman LaPine-yes, Councilman
LaForest-yes, Supervisor Jackson-yes, Councilman Wrisley-abstain and Councilman
Sayward-abstain.

Motion to approve 11/5/08 Budget Hearing made by Councilman Sayward. Seconded by
Councilman Wrisley.  Roll call:  Councilwoman LaPine-yes, Councilman LaForest-yes,
Supervisor Jackson-yes, Councilman Wrisley-yes and Councilman Sayward-yes.

Planning Board did not meet.

Zoning Officer’s Report

From October 9, 2008 to November 13, 2008 the following permits were issued:

            · 11-5-08   A-760   Building permit for septic system at 1996 Lake Shore Road to Judy Noyes $40.00

            · 11-5-08   Z-761   Building  permit for foundation work at 1996 Lake Shore Road to Judy Noyes $40.00

            · 11-12-08   A-762 Building permit for garage at 157 Brookfield Road to Mike Christian  $50.00
 
            · 11-12-08   A-763    Building permit  for solid fuel device and manufactured chimney at 157 Brookfield Road to Mike Christian   $35.00

            · 11-12-08   A-764   Building permit for bathroom at 121 Christian Road to Darla Baker $60.00
I continue to make inspections of on-going projects.

Supervisor’s County Report

The focus at the County is the Budget.  The Budget Hearing is the last Monday of the month 11/24/08 at 6 PM at the Old Court House.

The Union contract for the County employees was passed by the Board of Supervisors.

Correspondence

We have received our hydroheologic evaluation.  The best location for drilling the wells is behind Claire LaPine’s then up behind the Fire House and on to Essex Farm.

NYSAC time reporting regulations a requires Elected Officials to do a time study each
year they are elected.

A letter was sent to Susan Lawson who is now ready to seek bids for the Old Legion Hall
renovations.

Supervisor Jackson sent a letter to Senators Clinton and McHugh reminding them we
are still waiting for our Wastewater funding, which was in an earmark grant.

The Town has received a copy of the Comptrollers report on Fire District #2.

Selective Insurance has recommended   that the driving records of Town employees
who operate Town vehicles be reviewed on a yearly basis the inspector will be back next week to inspect the Town buildings.

Unfinished Business

The new windows have been installed at the Town Shed.  Supervisor Jackson hopes to have Griffith here next week to install the new furnace at the Town Shed.  The installation
Person still has not contacted Supervisor Jackson.

Town clock ownership will need some more research and will be tabled until next month.

Smith House request to plow the former fitness center was tabled until next month.
Supervisor Jackson needs to contact the Comptroller on this issue.

Joan Stephan will discuss the issue of changing the Planning Board secretary
to an hourly position at the next Planning Board meeting. The Board discussed what they would need to do to make this change. Supervisor Jackson will check on the rules for making this change.

New Business

2009 Preliminary Budget was discussed and a motion was made by Councilman
LaForest to make the Preliminary Budget the Adopted Budget for 2009.  Seconded
by Councilman Wrisley.  Roll call: Councilwoman LaPine-yes, Councilman LaForest-
yes, Supervisor Jackson-yes, Councilman Wrisley-yes, and Councilman Sayward-yes.

2009 fuel bids were opened by Supervisor Jackson.  Griffith Oil bid Port of Albany
rack price plus $0.30 per gallon.  Gordon Oil bid Port of Albany rack price plus
$0.27.  The bid was awarded to Gordon Oil.

Water Meeting on the wells scheduled for December 2, 2008 at 6:30 PM at the Town
Hall.

The cost of sidewalk repairs were discussed by the Town Board.
Motion to pay bills as presented made by Councilman LaForest.  Seconded by
Councilwoman LaPine.  Roll call:  Councilwoman LaPine-yes, Councilman LaForest-
yes, Supervisor Jackson-yes, Councilman Wrisley-yes and Councilman Sayward-no.

Motion to accept Town Clerk’s Report as presented made by Councilman LaForest.
Seconded by Councilman Wrisley.  Roll call:  Councilwoman LaPine-yes, Councilman LaForest-yes, Supervisor Jackson-yes, Councilman Wrisley-yes and Councilman Sayward-yes.

Motion to accept Water Rents as presented made by Councilwoman LaPine.  Seconded by Councilman LaForest.  Roll call:  Councilwoman LaPine-yes, Councilman LaForest-
