The regular monthly meeting of the Town Board was held on September 14th 2006 in the Town Hall and was called to order by Supervisor Jackson at 7:00 P.M. The assembly was led in the Pledge of Allegiance. The Supervisor asked for a moment of silence in memory of Geraldine Van Ornam, Emaline Kempster, Frank Benway, Suzanne Noble Barnes, Norma Jackson and Wyona Evens. The following members were present on roll call: Supervisor Jackson, Also in attendance were Jim Morgan, Joyce and Richard Sukel, Grace Drummond, Virginia Lowe, Nola and R. Scott Lawrence, June Lawrence, Rose Fine, Myrna B. Mandeville, Norma Goff, Jamie Phillips, Susan Prud’homme and Kate List The Supervisor reminded the group of the 9/18/2006 Essex Fire Department -Masonic Lodge Memorial Blood Drawing in honor of Charles Goff and Don Deso . Supervisor Jackson then made public amends to Virginia Lowe for a misinterpreted statement he made in a previous Town Board Meeting. Mrs. Lowe responded with thanks for his considerate gesture. Supervisor Jackson greeted the visitors and offered the courtesy of the floor, with no response. The minutes of the August 10th 2006 Regular Town Board Meeting were approved (with corrections made to pages 36 and 37) on a motion by Councilman Wrisley, seconded by Councilman LaForest and passed on roll-call; Ayes –3 – Jackson, LaForest, Wrisley; Abstain – 2 - LaPine. Sayward Zoning Officer’s Report SUPERVISOR’S COUNTY REPORT Susan Prud’homme, proprietor of the Moose on the Loose Café, was asked then to speak about Christmas in Essex, an annual event the first weekend in December that involves local establishments, citizens and artisans in Christmas theme festivities. She requested use of the Town Hall for vendors and was given permission in the spirit of historical use in previous years. She was also informed she could leave applications for a tree-decorating contest in the Town Hall; and was encouraged to go ahead with other plans. A motion was made by Councilman Sayward and seconded by Councilwoman Lapine to allow the use of the Town Hall for Christmas in Essex held December 1st to the 3rd from 10 AM to 5 PM. On roll call – All Ayes – 5 – Jackson, LaForest, Sayward, Wrisley and LaPine. CORRESPONDENCE The Town Clerk and Deputy Town Clerk submitted their resignations, effective September 30th 2006. Councilwoman Lapine made the motion to advertise the position, seconded by Councilman Wrisley and moved on roll call: Ayes 5 – Jackson, LaForest, Sayward, Wrisley and LaPine. Susanne Perley received a Contract Agreement from the NY State Office of Parks, Recreation and Historic Preservation for the Old Stone Church Restoration grant project (EPF-540427); with instructions to have the Town Supervisor sign, and have notarized, the contract signature pages and Covenant. Supervisor Jackson gave the “go ahead” to Mrs. Perley on their submission. UNFINISHED BUSINESS Supervisor Jackson, at the Board’s request, had investigated the compressed air system for the water tower. After numerous communicate with Gerald Kaban, Construction Supervisor for Aquastore, he presented the price of $3,925.00, which includes two compressors (one back-up). A motion was made by Councilman Sayward and seconded Councilwoman Lapine to purchase the air compression system for the Water Tower, to be installed at the same time as the CP. Passed on roll call: Ayes 5 – Jackson, LaForest, Sayward, Wrisley and LaPine. The advertisement for the position of part-time worker in the Landfill yielded one response only. NEW BUSINESS A toxic form of blue-green algae, also called cyanobacteria, has been found at Beggs Park and the south side of the Old Dock piers in Essex. Warning signs were immediately posted throughout town and at the park and flashed on the Cable Channel (3). It is important that people are made aware of the hazards that are present even when not visible to the naked eye. Death to pets and human skin rashes can be the results of contact. People are being warned to keep children and pets away from lakefront water until further notice. Proper wastewater treatment is the first step to alleviating the problem, which makes the Town of Essex so susceptible since it still remains the only township on Lake Champlain without a wastewater treatment plant. Workers Comp Self Insurance for 2007 is down from last year. The Lake Street Wall is progressing quickly. Jim Morgan is economizing the project by doing all the hauling himself and utilizing the landfill. Sand is at half price with Doug West, underbidding Mike Christian. The supply through Fuller for #4 at only $10.00 a yard (low-bidding Graymont) will remain. The Board signed purchase orders for truck replacement tires for the Highway Department. COMMITTEE MEETINGS BILLS General - vouchers 211-225, $2,163.22; prepaid voucher 15 - $204.74; A motion was made by Councilman LaForest to approve Abstract #9; TOWN CLERK’S FINANCIAL REPORT was accepted on a motion by Councilman Sayward, seconded by Councilman Wrisley and passed on roll call WATER RENTS collected for the month of March were $1,053.38. A motion to accept the report was made by Councilwoman Lapine and seconded by Councilman LaForest. On roll call – Ayes – 5 Jackson, LaForest, Sayward, Wrisley and LaPine. SUPERVISORS FINANCIAL REPORT was accepted on a motion made by Councilman Wrisley, seconded by Councilman LaForest and passed on roll call - EXECUTIVE SESSION At 8:35 PM, Councilman LaForest motioned the Board out of session, seconded by Councilman Sayward with unanimous vote. There being no other business to come before the Board, Supervisor Jackson adjourned the meeting at 8:37 PM.
