The meeting was called to order at 1:04 PM by Supervisor Jackson.

Board Members present were Supervisor Jackson, Councilwoman LaPine and
Councilman LaForest. Also present was Audrey Hoskins, Town Clerk.

Visitors were Sharon Boisen, Doug Peden, Sally Johnson, Wayne Ryan of AES Northeast, Wayne Bailey, Tilly Close, Bob Close, Ian Hobbs and Sylvia Hobbs.

Mr. Ryan gave an overview of the sewer project, the layout for the pipes the pump station to be located at the Echo parking and the sewer plant which will be located across from the Fire Station were discussed. There are drawings of all the buildings to be constructed for the sewer project in the Town Hall Meeting Room for viewing by the public, along with a map showing the layout for the sewer lines.

Mr. Ryan talked about funding and funding sources. There is money available through the President’s stimlus package. The State has money available through the State Clean Water Revolving Fund and funding is available through Rural Development.

Archaeological studies of the area were done and the pipeline layout needed be to changed as a result.  Seismographic study of the ledges were done.

All vacant lots will have a sewer provided to the property line. 

If funding is received the construction of the sewer line will begin after Labor Day.  We are anticipating getting the main lines up through the road anywhere exiting sewer pipes will not be disturbed completed the fall and next spring.   Another aspect of the project is the pump station and screen building in the ECHO parking lot and the main will run up to the Waste water treatment plant. The clean affluent will come down a separate pipe in the same trench and discharge in the Lake. The buildings will also be started in the fall so that work can continue during the winter inside of the buildings.

Mr. Ryan stated the contractors would make the decision as to where they will start putting in the sewer lines. The Town can make suggestions but the final decision is the contractors.

Mr. Ryan stated that before the homes are hooked up, testing of the plant and lines will be done before homeowners lines are disconnected from their present sewer tanks. to make sure there are no problems with the new system.

The question was asked if home inspection had been done.  Mr. Ryan answered that either him or Supervisor Jackson had gone through the homes in the district. Mr. Ryan stated that there will be a pump stations at the end of Orchard Street, on Beggs Point. There will be a few individual pump stations in homes and buildings and one at the Old Dock.

A question was asked if we have contractors yet for the project.  Mr. Ryan stated we do not. The final design will need to be finished and submitted to all the agencies who have Jurisdiction over the project. They will have 30 days to comment on the project. When we have received their comments we will update our plans and then we will put it out to bid. The Town will know by the middle of June if this project will be funded and if it is not then we will not be able to do the sewer project. If the project is funded then the Town will need to borrow one million dollars at zero interest for thirty years. All this information will be mailed out to the sewer district resident on Monday. Every property owner in the district will receive the information packet. The Town hopes to receive confirmation of funding in June.

The question was asked how this project inter acts with drilling for the well. Supervisor stated the affect would be if funding is received for the well, then we could reuse the old pump house for the control building.

Mr. Ryan gave an overview of the waste water treatment plant. 

Mr. Ryan stated that they are looking at green technology options.  There is green technology incorporated in the plant now. Reed beds are green technology and they are part of the treatment plant, which helps cleans the sludge and reduces the
cost of sludge removal. The sludge can also be trucked to an approved site for disposal.

The rules are still being formulated for green technology funding and we are making provision for adding green technology when funding becomes available.

The bond resolution for the Town to borrow one million dollars for the project will be voted on June 5, 2009 at the Fire Station from 2PM to 9 PM. Absentee ballots will go out in the packets being sent to the district residents. The deadline for returning the absentee ballots is June 5 at 5 PM. Only property owners in the sewer district can vote on June 5, 2009.
